Vonzella Jenkins
Vonzella Jenkins is a dedicated leader who loves helping and caring for people in need. Her passion for mental health and substance abuse advocacy comes from her own life experiences, growing up with a mother who struggled with active addiction. She truly enjoys being able to support and guide others, witnessing their growth and transformation as they work toward becoming successful.
Vonzella’s goal is to be a reliable source of encouragement and assistance, making a meaningful difference in people’s lives. Helping others is not just something she does: it is her life’s passion and joy.
Heather Raley
Heather Raley has always had a passion for helping others, beginning her career in healthcare as a paramedic and CNA. Today, she brings that same dedication to Icarus Behavioral Health, working in the Admissions Department to support individuals facing mental health challenges and those struggling with addiction.
With a strong background in direct patient care, Heather is committed to guiding people toward hope, healing, and recovery.
Rachel Lissor
Rachel Lissor is the Business Development Liaison at Icarus Behavioral Health Nevada, where she builds meaningful connections within the Las Vegas community to ensure individuals and families can access quality mental health and addiction care. She collaborates with other professionals and organizations to connect people to the right resources at the right time. A long-time Las Vegas resident and a person in long-term recovery, Rachel brings both professional dedication and deep personal experience to her work.
As a trauma survivor and passionate mental health advocate, she understands the courage it takes to seek help and is committed to walking alongside others on their journey to healing.
Outside of her professional role, Rachel is a world traveler and lover of the outdoors. She finds joy in hiking, yoga, making art, attending concerts, and exploring new places. Happily married and currently expecting her first child, she’s excited to embrace the next chapter of life: motherhood.
Dwayne Brown
Dwayne Brown was born and raised in the Hawaiian Islands by a single mother who raised 7 children. He grew up in a high crime and impoverished area. His mother sent him to private schools even when she had no money, but she found a way because she believed education was important. Dwayne grew up with trauma, abuse, drugs, alcohol, and addiction.
He went to the service after graduating high school and served 6 years in the Air Force. Dwayne then went to college at the University of Hawaii on the GI bill from the military and then obtained a master’s in psychology. He believes he is in this field because he believes there is hope, he believes that miracles happen, and people can find help and healing to a better life.
Deborah Baum, PMHNP
Deborah was a nurse for 19 years before becoming a Board Certified Psychiatric Mental Health Nurse Practitioner. Deborah became a Licensed Practical Nurse in 2004 and then graduated as a Registered Nurse with her Associate of Applied Science Degree in Nursing in 2012 from Excelsior College. In 2019, Deborah earned her Bachelor of Science in Nursing from Capella University. Then Deborah graduated from Walden University in 2022, where she received her Master of Science in Nursing/Psychiatric Mental Health.
Before starting her 7-year journey as an RN in mental health settings, Deborah worked in a variety of hospital-based capacities, including ER, Urgent Care, Oncology, Hospice, Med-Surg, Phone Triage, etc. But it was while working in the jail setting as a traveling nurse that she found her interest and passion for mental health, since the prevalence of mental disorders within incarcerated populations is high.
She then realized that many of the inmates were convicted of crimes for behaviors caused by their mental illness, and that these types of facilities are not meeting the demand for treatment of psychiatric disorders. After finishing her travel assignment, Deborah decided to start working as a Psychiatric nurse and worked for institutions including Banner Behavioral Health, Phoenix Children's Hospital, and Arizona State Hospital, where she obtained experience with children, adolescents, and adult populations.
Deborah is passionate about mental health since she believes that individuals’ mental well-being is just as important as physical health. She has seen the impact it can have on individuals and society. Mental health is often an overlooked aspect of overall health, and she believes that it is time for society to pay attention to it. Deborah believes that through advocacy, she can work towards reducing the stigma surrounding mental health, ensuring that individuals receive the help they need without judgment or discrimination.
Deborah is eager to empower people to seek help, promote early intervention, and foster a supportive environment where her patients can thrive mentally and emotionally.
Dr. Ehab Abdallah MD
Dr. Ehab Abdallah is the Medical Director at Icarus in Nevada, bringing a wealth of expertise to his role. He obtained his medical degree from Alexandria University in Egypt and completed his residency in psychiatry at West Virginia University. Dr. Abdallah is triple board-certified in General Psychiatry, Consultation-Liaison (Psychosomatic) Psychiatry, and Addiction Psychiatry and Medicine.
With a specialized focus on addiction medicine, Dr. Abdallah has extensive experience treating people facing complex medical and psychiatric conditions. His dedication to high-quality care and genuine commitment to his patients’ well-being make him an invaluable member of the leadership team.
In addition, Dr. Abdallah is a Fellow of the American Psychiatric Association and serves as a clinical assistant professor of psychiatry at the University of Arizona, where he educates and mentors medical students and residents.
